10th Ward City Council Update, Deanna Pennington- Policy Aide
Pennington noted that their office is planning a Renter event for early November where renter protections will be discussed. South Uptown will help to promote it once details are firmed up.

A 10th Ward Minneapolis 2040 Comprehensive Plan workshop is scheduled for October 24. Attendees will get into groups focused on neighborhood and specific plan changes rather than the forum of the previous workshop.

Pennington received and responded to questions and feedback about the draft Minneapolis 2040 Plan. There was discussion about where height and density is directed in the neighborhoods, aesthetics of new development, and how the City has been responding to feedback.

Minneapolis Charter Amendment- Ballot Measure #1, Gayle ?
Noted that Ballot Measure #1 will ask Minneapolis voters to decide whether to revise the Charter to allow businesses throughout the City an opportunity to apply for a full liquor license. The Charter currently restricts businesses to beer/ wine licenses in areas with less than 7 acres of contiguous commercial zoning. The Uptown and Lyn-Lake nodes already exceed the 7-acre rule, but this would allow restaurants in other areas to apply for the full liquor license.

Girard Avenue Reconstruction, Liz Haymen- Public Works
Haymen is the project lead for the planned 2020 reconstruction of Girard Avenue between Lagoon Ave and Lake Street. Public Works is just now beginning the project including assessing pedestrian and traffic counts, as well as some initial community feedback. The street is in poor condition, and the project will completely replace it along with new utilities and traffic signals.

The City wants to keep the significant pedestrian improvements made on the east side when the Walkway apartments were constructed. Other priorities include upgrading sidewalks on the west side and somehow ensuring access for delivery trucks. Public Works will consider many options including making Girard completely pedestrian, adding bike facilities, creating a shared street, and maintaining traffic lanes.

Attendees expressed interest in improving the crossings at Lake and Lagoon with bump-outs or other treatments. Auto traffic currently moves quite slowly on this street and there was discussion about ways to continue that such as maintaining some brick paving. Haymen will look into ways to connect bike lanes on Hennepin (south of Lake) to this street to connect with the Girard bridge over the Midtown Greenway.

Neighborhood Revitalization Committee, Scott Engel
Engel presented proposed “Plan Modifications” to the CARAG NRP Action Plan as first proposed at the August 21 meeting. The modifications would cut funding from some NRP Plan strategies and move the money to other active projects. Motion, seconded to approve the Plan Modifications as detailed. Approved.

Converting to South Uptown, Scott Engel
Engel reported that the City has provided legal services to help the organization change the name and eventually convert to a 501-c3 nonprofit. The first step is to rewrite the Articles of Incorporation establishing the South Uptown Neighborhood association. A draft Articles was available, but no action was taken leaving a decision for the November 20 meeting. Draft Bylaws for the South Uptown organization will be drafted soon and they may be presented for approval at the next meeting in November.

Committee Policy, Scott Engel
Engel noted that the Committee Policy details four committees, their responsibilities, and membership. The document is typically reaffirmed each year at the October meeting, but he suggested bringing it back to the November meeting after committee members had time to discuss it further.

Treasurer’s Report, Scott Engel/ Brad Klein
The CARAG Operations and Grants account reports were available through September for review. The Fy18 Year End reports will be available next month.

Engel presented proposed South Uptown Accounting Procedures and Conflict of interest Policy for consideration. The Accounting Procedures detail how the association handles and tracks funds including identifying TruStone Financial as the bank and selecting Max Ellis, Chris Finlay, and Brad Klein as account signers. Motion, seconded to approve the documents as presented. Approved.

The Hennepin and Lake Community Wine Tasting Fundraiser was held on October 11 and it was a big success. It is the organization’s largest source of “unrestricted” funding and results will be available for next month’s meeting.

• The wading pool opened in early June with the dedication taking place on June 12.
• Three “water days” events are planned this summer on Thursday afternoons with water activities, a water slide, and slip n/ slide.

CARAG Name Change Process Update, Carol Roth- Task Force Member
• Roth described efforts by the Name Change Task Force to identify a new name for the neighborhood including soliciting ideas at events, a happy hour, and online survey. The survey showed themes, words, and names that were mentioned often by neighbors to identify the community. The task force is planning to release a follow-up survey with five name options to further narrow down name preferences. The options include: Bryant Square, Lakewood, Lyn-Lake, South Uptown, and Uptown South of Lake. The name “CARAG” did not rate highly with the vast majority of those completing the first survey.
• The task force expects the follow-up survey to identify one or two names to be presented to the community at the September 18 CARAG Annual Meeting. It is not clear yet how a vote will take place until survey results are avail-able in August.

Livability & Engagement Committee:, Max Ellis
• The CARAG Garden Tour is Saturday, June 23 and Monday, June 25. The BSP concert series kick off was combined with the wading pool grand opening on June 12.
• The BSP Dolphin Mosaic Project is now in limbo, as costs to place the heavy, concrete dolphin has risen dramatically. The dolphin has been moved to Fort Snelling and put in storage until the project can be restarted.

Treasurer’s Report,  Scott Engel
• The CARAG Operations and NRP Administrative account reports were available through May for review.
• CARAG moved all accounts from Bremer Bank to TruStone Financial. This in-cludes the last two Certificates of Deposit, which were combined into one CD at TrueStone.

Bryant Square Park, Jason Green
• Wading pool construction has been delayed due to snowfall and frost remaining in the ground, but the pool is expected to open June 1.
• Outdoor sports activities will be delayed due to snow as it will take some time for ball fields to get in good condition.
• Air conditioning will not be installed at the recreation center this year, but Green will secure a second, portable A/C unit for the building.
• Construction at Kenwood, Linden Hills, and Painter Park will result in their recreation centers closing temporarily and programs being relocated to BSP.

10th Ward City Council Update, Ron Harris
• The City is designing and later constructing a new office building near City Hall to consolidate offices. A series of design meetings have taken place with more to come.
• The City has been researching ways to make sure affordable housing is part of new housing construction including through “inclusionary zoning”.

Hennepin Ave Reconstruction, Debra Jacobs & Stephanie Malmberg- Public Works
• Jacobs and Malmberg described the Hennepin project which extends from Lake to 36th Streets. The roadway, curbs, sidewalks, and most utilities will be replaced starting in May with substantial completion in November. The new street layout will include a narrower roadway, on-street bike lanes, a grassy boulevard with trees, pedestrian level lighting, and bus stop upgrades. The 3000 block features a mid-block crossing for pedestrians.
•  Previously, construction was expected to begin on the north, but now crews will start from the south at 36th Street. Hennepin will be closed to through traffic in two phases- 36 to 31 Street and 31 to lake Street. Buses will detour onto Girard and Fremont, between 31st and 36th Streets, with some parking removed to create bus stops. Buses will use Irving Ave southbound and Dupont going northbound when the 3000 block of Hennepin is reconstructed this fall.

Livability & Engagement Committee, Tricia Markle
• - Hennepin Ave Rain Gardens: Markle is leading a CARAG effort to establish rain gardens in the new boulevards along the Hennepin Ave corridor to capture storm water. CARAG is partnering with ECCO and Metro Blooms now to identify potential locations and seek interest from property owners.
• Earth Day Clean Up: The clean up has been postponed until May 12 due to the snow.
• Super Sale: The event is May 19 and registration info will be available soon.

10th Ward City Council Update, Ron Harris- Policy Aide
• Harris reported that Council Member Bender was elected as President of the City Council, which will allow her to have influence over the City’s agen-da.
• Harris addressed priorities for the 10th Ward including 1.) pedestrian safety, 2.) affordable housing, 3.) renter protections, and 4.) addressing public safety through alternatives to policing.
• CARAG neighbors asked about the Hennepin/ Lake and Lyndale/ Lake intersections, which were identified in the recent Pedestrian Crash Study as some of the most dangerous for walkers. Harris will check with Public Works to determine the latest on the design for the Hennepin/ Lake intersection which will be reconstructed on the south side later this year. 

Bryant Square Park, Jason Green- Park Director
• Green noted that Linden Hills and Lyndal Farmstead park buildings will be closed this summer for construction with programs moving to BSP.
• BSP has been able to organize several boys and girls youth baseball/ softball teams.
• Green is organizing three “water days” events this summer on Thursday afternoons with water activities, a water slide, and slip n/ slide.

Neighborhoods 2020 Roadmap, Ariah Fine Neighborhood & Community Relations (NCR) Department

• Fine works for NCR and is the “Neighborhood Specialist” for CARAG and 17 other neighborhood associations. He summarized the Neighborhoods 2020 Roadmap document that describes a proposed process, timeline, and changes to how the City funds and works with neighborhood associations. The current funding scheme called Community Participation Program (CPP will expire in 2020.
• NCR wants initial feedback by April 30 with City working groups refining the details over the summer/ early fall. The department hopes a final plan will be approved by the City Council in early 2019.

Neighborhood Revitalization Committee, Jay Lindgren
• Lindgren presented guidelines for the proposed CARAG Home Security Improvements Grant Program. It would replace the CARAG Lighting Grant Program to expand safety improvements beyond just lighting such as security cameras and upgraded locks/ doors. Motion, seconded to approve the Home Security Grant Program Guidelines as proposed. Approved.

Livability & Engagement Committee:, Max Ellis
• The 21st annual CARAG Chilly Chili Fest was February 25 and the event raised almost $2,300 and collected 122lbs of food for Joyce Uptown Food Shelf. The committee is recommending that CARAG contribute $450 of unrestricted funds to support one of the BSP Water Day events scheduled this summer. Motion, Seconded to support the contribution. Approved.

CARAG Name Change Task Force, Scott Engel
• The second meeting is March 27., and the group will discuss potential names generated at the Chili Fest, door-knocking in the neighborhood, and devel-oping a survey.

Bryant Square Park,
    •    Some children enrolled in the BSP Rec Plus program have moved over to Kenwood after that program had some openings. So, now the BSP Rec Plus program is in danger of closing unless additional kids get enrolled in the next few months.
    •    BSP has several programs going on now including women’s self-defense, meditation, and a youth girls basketball team.

10th Ward City Council Update,
    •    No update.

Fig & Farro Restaurant, Michelle Courtright
    •    Courtright will open a vegan/ vegetarian restaurant at Calhoun Square in the former Figlio’s space in December. It will feature comfort food and fit with a philosophy of eating as a low impact on the environment with a plant-based diet. All employees will work 40 hours a week and be paid $15 per hour plus sharing tips and profit sharing.

Crime & Safety Update, Jennifer Neal (Crime Prevention Specialist)/ Kathy Waites (5th Precinct Inspector)
    •    Neal reviewed a map detailing CARAG crime from October highlighting theft from auto, burglary, and bike thefts. Neighbors were encouraged to call 911 if they notice any suspicious behavior and to report crime.
    •    The group discussed nuisance issues created by area bars and how to proactively address issues that may result at the new Moxie Hotel. We will invite the Moxie Hotel owner and manager out to a future CARAG meeting to discuss issues.

Livability & Engagement Committee:, Max Ellis
    •    The committee is working on updating the CARAG brochure and social media including the website. CARAG is moving towards a more accessible and mobile-friendly design at the end of November.

    •    The CARAG Operations and NRP Administrative account reports were available through October for review.
    •    Engel presented a proposed office lease document with Aldrich Church for 2018. CARAG will continue to rent the space in the lower level for $350 per month. Motion, seconded to approve the 2018 Office Lease. Approved.
    •    The Hennepin and Lake Community Wine Tasting Fundraiser was a big success with more than 450 attendees and raising nearly $4,000 for CARAG. Thank you to all that sold tickets, helped organize the event, and who volunteered.
    •    CARAG was awarded a $2,500 matching grant from People for Parks Foundation to complete the BSP Dolphin Mosaic Project. CARAG will lead an effort to repurpose the wading pool dolphin as sculpture covering it with mosaic tiles.
    •    Engel proposed selecting a bank for CARAG accounts at the January 16 meeting. The Bremer Bank branch at Calhoun Square closes at the end of 2017.

10th Ward City Council Update, Ron Harris- Policy Aide

  • The City Council’s Transportation & Public Works Committee approved the preliminary layout for the Hennepin Avenue Reconstruction project and it is scheduled to begin in 2018. The project includes on-street bike lanes, parking on the east side, and improved pedestrian facilities.
  • The City is looking into updating the Climate Action Plan to ensure Minneapolis meets climate goals in line with the Paris Climate Agreement.
  • The MN Legislature failed to restrict Minneapolis’ ability to set work place rules during the session because of the Governor’s veto. However, they did ban cities from banning plastic bags.
  • The City is moving towards purchasing the land under the Kmart store at Lake and Nicollet in the next few months. However, Kmart has a long-term lease for their store, so reopening Nicollet Avenue is several years away.
     

3149/ 3151 Hennepin Development, Michael Pink (Lander Group) Andy Madson

  • Pink and Madson presented a proposed redevelopment of the site, which now includes two commercial buildings and a surface parking lot. That would be replaced with a four-story, mixed-use structure including retail, office, 25 apartments, and underground parking. There will be 23 standard stalls, 6 tandem stalls, and 18 bike racks in the underground garage, but isn’t required to provide any parking per zoning rules. The project requires 3 setback and a floor area ratio (FAR) variance and conditional use permit (CUP) for height. Once approved, the project is expected to start in October 2017 and finish in August 2018.
  • Some neighbors were in attendance to ask questions about the project including questions about parking, building design, and construction impacts.
     

Land Use & Transportation Committee, Colin Harris

  • The LU&T committee reviewed the 3149/51 Hennepin project at their May and June meetings and forwarded a resolution for consideration. Motion, seconded to support the 3149/ 3151 Hennepin Avenue development proposed by the Lander Group including setback and FAR variances and the CUP for height. Approved. 18-2.
  • Engel reported that Hennepin County Transportation has recently determined that they will not allow parklets or street cafes on County roads. This means CARAG’s plan to deploy a parklet at Vicinity Coffee at 3350 Lyndal has been scuttled for now. He encouraged neighbors to contact County Commissioner Marion Greene about this decision.
     

NRP Implementation Committee, Carol Bouska

  • Bouska noted that the Committee has been working over the last year to find ways to create more affordable housing in and around the CARAG neighborhood including moving $200,000 in NRP funds from home loans to a fund for affordable housing. She noted that the JD Graves Foundation approached CARAG about a project they are proposing at 1930 Hennepin Avenue, and they met with several committee members about it recently. The Foundation plans to build a 41-unit apartment building with mostly affordable units of which 15 will be dedicated to young adults aging out of the foster care system. The Committee is recommending support for the project and had a proposed letter available for reference. The Committee will also research a partnership with Graves on a future project in CARAG.
  • Motion, seconded to support the JD Graves Foundation project at 1930 Hennepin Avenue and send the letter of support. Approved.

Bryant Square Park, Jason Green

Green has returned part-time as Park Director after recovering from neck surgery.
A playground dedication is scheduled to coordinate with the BSP Concert Series Kick Off event on June 6.
BSP will be getting a Little Free Library for use by the community.
BSP will host a magic camp this summer for 9-12 year olds.

10th Ward City Council Update, CM Lisa Bender

The City sponsored a third meeting about the Hennepin Avenue Reconstruction on April 27 at BSP. Public Works staff presented the “preferred concept”, which includes on-street bike lanes, parking on the east side, and improved pedestrian facilities.
The MN Legislature is considering legislation to restrict cities’ ability to set minimum wage and workplace rules. However, the City is moving forward on how to implement the $15 minimum wage.
 

Coup d’ etat, Brent Frederick

– Frederick is the manager at the restaurant and described food selection including brunch. They are sponsoring the 4th annual Rock the Block event on June 3.

 

Crime & 911 Updates

MPD Crime Prevention Specialist Jennifer Waisnanen discussed recent crime incidents and described ways to prevent becoming a victim.
Deanna Olson and Derek Iverson are supervisors in the 911 emergency response department and described how 911 operators work with the community.
 

Land Use & Transportation Committee, Blake Bailes

Emi ? from the Great Northern Smokehouse was in attendance to talk about the new restaurant coming to 701 W. Lake Street. The restaurant is seeking a Class C liquor and sidewalk cafe licenses. The Land Use & Transportation Committee discussed the project and recommends approval. Motion, seconded to support the new Great Northern Smokehouse including the liquor and sidewalk cafe licenses. Approved.
The LU&T Committee also discussed the proposed Hennepin Avenue Reconstruction project concept and developed a resolution describing tweaks to the project. Bailes noted that CARAG resident Alex Cecchini developed a concept that incorporated protected bikeways, parking on both sides of the street, and narrower pedestrian crossings. It involves cutting into the grassy boulevard space to put in the parking bays.
Motion, seconded to support the LU&T resolution with an addendum from Bailes supporting the Cecchini concept. Approved.
“ ·       35th/34th/33rd: curb extensions for the side streets should match 32nd intersection

o   Embedded high-quality, high-visibility, long-lasting crosswalks should be at all intersections – we don’t approve of crosswalks only at signals as planned.

Lake St: Current arrangement does not help dangerous-deadly crossing.
o   Make the southbound left-hand lane at Hennepin into a left turn only lane onto eastbound Lake, to eliminate 10’ “merge area” south of Lake

o   Move bus stop at Hennepin and Lake South to incorporate pedestrian bump out at East corner of intersection

o   Hennepin and Lake intersection should have diagonal “barns” dance crosswalk

Lake to 31st block needs to have pull-off bays in each direction for loading/unloading of taxis, Ubers, drop-offs of elderly (3-4 spots each side).
36th St, eliminate slip turn space on east side of street to narrow crosswalk by 8 feet.
Bike lanes

Strong opinions that bike lanes 31st to Lake created a dangerous dead-end bikeway until the rest of Hennepin gets rebuilt

Parking:

– parking should be improved and coordinated at a district Uptown level. Inefficient and dangerous with current “circling for parking” (CA Pasadena? as example)

 

Addendum to Resolution: CARAG does not support the current Hennepin Ave proposed design (31st to 36th) due to a priority of cars over bikers and pedestrians. The lack of parking on both sides will create a dangerous situation of pedestrians crossing mid-block. We support the general design proposed by Alex Cecchini which allows for parking on both sides of the street, shorter crosswalks at each intersection, and a protected bike lane (see attached drawing). There also must be a plan to address the bike lanes ending at Lake Street into a chaotic situation without any bike lanes connecting to the greenway.”

10th Ward City Council Update, Ron Harris- Policy Aide

The City is sponsoring a third meeting about the Hennepin Avenue Reconstruction on April 27 at BSP. Public Works staff will present the “preferred concept” at that time and expects to receive City Council approval for the layout in June.
The MN Legislature is considering legislation to restrict cities’ ability to set minimum wage and workplace rules.
 

Community Environmental Initiatives.

Kara That from the Alliance for Sustainability, Joe Knaeble from LHENA, Stacy Bootscamp from CEE, and Kelly Kish from Minneapolis Solid Waste & Recycling were in attendance to talk about their initiatives working to reduce human impact on the environment. Presenters and attendees discussed ways neighbors can take action to participate and spread the word about the activities.
 

NRP Implementation Committee, Jay Lindgren

Michelle Bashum from Bridge for Youth was in attendance to talk about their program and plans to renovate one of their properties called Rita’s House. Rita’s house will be an “intentional community” serving homeless youth.
The East Isles Residents Association (EIRA) approved a $20,000 NRP grant for the Rita’s House project, and the CARAG NRP Implementation Committee is recommending matching that contribution. . Motion Seconded to allocate $20,000 in CARAG NRP funds from Strategy 3.1.5 Cycle of Life Housing as a grant to support the Rita’s House project. Approved.
Lindgren presented a draft letter jointly endorsed by EIRA and CARAG that encourages area neighborhood associations to contribute to the Rita’s House project. Motion, seconded to send the letter, as presented, to surrounding neighborhood associations. Approved.
Development projects in CARAG have generated Park Dedication Fee funding that can be used at Bryant Square Park for capital improvements, so the Implementation Committee recommends using it for air conditioning in the recreation center. Motion, seconded to recommend that MPRB utilize the $37,557 generated from Park Dedication Fees to air conditioning and other improvements at BSP. Approved.
CARAG will receive about $48,000 back each yer over four year totaling $190,000 in “unfrozen” NRP funds. Most of those funds will go towards housing programs, per State law, and the committee will make recommendations about how to allocate that money over the next few months.
 

Land Use & Transportation Committee, Colin Harris

Harris noted that a committee vacancy was created in January and three candidates were considered by the group. The LU&T Committee unanimously recommends Kayla Mueller to till the vacancy, and she introduced herself. Motion, seconded to select Kayla Mueller as a member of the LU&T committee. Approved.
Input about the planned Hennepin Ave Reconstruction project was due March 27 and the City Council is expected to approve the project layout in May. Many attendees expressed concern about public input and their desire for an additional community meeting. Motion, seconded “”CARAG appreciates the work done so far on the Hennepin ave reconstruction south of Lake street:However, CARAG is concerned about the speed of this fast-track project and requests additional community engagement. At the next engagement meeting, CARAG would like the full vision & time-line for Hennepin ave bicycle and pedestrian improvements North of Lake street to consider in relation to the South side reconstruction. Additionally, CARAG would like to include in the engagement, future bike & pedestrian visions/timelines for the remaining planned streets to be reconstructed within the CARAG Neighborhood.” Approved.

10th Ward City Council Update, Lindsay Wallace, 10th Ward Policy Aide

The reconstruction of Hennepin Avenue, between Lake and 36th Streets, is scheduled for 2018, and a second Open House is set for March 9 to discuss it.
The Mayor and City Council have recommitted to protecting all citizens as a “Sanctuary City” in the new political climate.

Lake Calhoun & Harriet Master Plan, Meg Forney- MPRB Park Commissioner

Forney summarized highlights of the proposed Lake Calhoun & Harriet Master Plan noting public comment is welcomed through early March. Park Board staff will use the feedback and refine the document before obtaining approval from MPRB and eventually the Met Council.
Trail upgrades around Lake Calhoun totaling $2.5 million are scheduled this year. Additional improvements covered in the plan include moving the sailing school and boat rentals to the NW corner, reconfiguring bike and pedestrian paths and crossings, creating a lid over Lake St., and developing the parking lot near Lake Calhoun Executive Center.
 

Bryant Square Park Improvements, Cliff Swenson- MPRB Operations

Swenson noted that bids for the BsP wading pool reconstruction came in even higher than last summer. Poor soil conditions and the construction of a new utility building have driven costs higher. However, construction will begin at the end of June with a fall completion.
Replacement of the drinking fountain and addition of air conditioning will take place as part of the wading pool project.
The Recreation Center roof will be patched along with repairs to one of the walls, which is sinking due to water issues.
BSP is on the initial list of parks to get upgrades to entrances and bathrooms making them accessible.
 

NRP Implementation Committee, Jay Lindgren

Lindgren noted that the committee is researching ways to create affordable housing in the neighborhood using NRP funds and in partnership with nonprofit developers and/or support service providers.
The Committee is proposing Plan Modifications, as presented at the January 17 CARAG meeting, to be discussed and voted upon. Motion, seconded to approve the Plan Modifications as presented. Approved.
The City Council approved a scheme to release ‘frozen’ NRP funds this month, which will result in $190,000 addition to the CARAG NRP Phase 2 program. The committee will meet in the next month to discuss how that will affect existing CARAG programs.

The CARAG Operations and NRP Administrative account 1st Quarter Budget Tracking Reports were available for review.
Engel presented the 990 Tax Filing and MN Attorney General Charitable Organization Report Form to the Board. The annual filings were prepared with assistance from CPA Michael Wilson. Motion, seconded to approve both documents including the resolution detailed in the MN Attorney General’s document. Approved.
Wilson also conducted an “audit procedures review” of CARAG administration and finances to ensure the organization maintains best practices for managing funding and operating as a nonprofit. Motion Seconded to accept the findings and provide client responses as detailed in the Audit Procedures Review Report. Approved.
CARAG received $666 from the Calhoun Square Tree Lot from the holiday season.

10th Ward City Council Update, Lindsay Wallace, 10th Ward Policy Aide

The reconstruction of Hennepin Avenue, between Lake and 36th Streets, is scheduled for 2018, and an Open House is set for January 25 to discuss it.
The revised, Uptown-area Pedestrian Overlay District ordinance was approved in November by the City Council.
 

Reading Partners

– Reading partners is a nonprofit that works to find volunteers to tutor kids at Minneapolis Public Schools.

 

32nd & Fremont Intersection, Lonn Koranda- Public Works

Several neighbors were in attendance because of concern about sight lines at the 32nd & Fremont intersection. There have been many close calls and one corner is a bus stop for Kenwood Elementary School children. Cars are parked right up to the corner making it difficult to see if a vehicle is coming without pulling into the intersection. It was noted that the 32nd & Girard intersection has a similar issue.
Koranda noted that Public Works uses traffic volume counts and crash statistics to justify changes, and neither intersection warrants improvements per those measures. Traffic calming efforts such as speed bumps and temporary bump-outs were identified as a way to prevent vehicles from parking up to the corners, but Public Works has no program to implement them.
The City ordinance requires motorists to park 20-feet away from a corner, which would help the situation. Neighbors were encouraged to call 311 to report cars parked up to the intersection and other problems like traffic speeds. Koranda noted that for $200 a piece, Public Works will install signs noting the 20’ parking rule. Motion, seconded to look into the purchase of four signs with the CARAG Land Use & Transportation Committee bringing back a proposal to the February 21 CARAG meeting. Approved.

10th Ward City Council Update, Ron Harris
The Community Planning & Economic Development (CPED) department has begun outreach on the City’s 2040 Comprehensive Plan. The plan describes how Minneapolis will grow, how people use streets, and how to deal with challenges over the next decades. Interactive open houses are scheduled for October 25 and 27 to gather feedback.
The minimum wage ordinance will not be on the ballot this fall, but the City Council commissioned a study to determine economic impacts of such an action. The report found significant economic improvement for works.
The City Council is currently working on the 2017 budget, which will be finalized in early December. The Mayor’s proposed budget includes funding for more police and firefighters, bike & pedestrian safety, and youth violence prevention efforts that CM Bender strongly supports.

“Winterizing” Your Home, Samantha Strong
Strong provided tips to prepare homes for cold weather by insulating roofs, windows, doors, and drafty areas. She noted that furnace tune-ups can improve efficiency and save money on energy costs. There are energy rebates available, but they will expire at the end of the year.

Land Use & Transportation Committee, Colin Harris
The LU&T Committee will take down the CARAG Parklet located at Morrissey’s Irish Pub on October 29 to be stored for the winter. The group will discuss where to locate it in 2017.
The CPED Department and CM Bender are proposing changes and expansion of the area’s Pedestrian Oriented Overlay Districts to include more of Hennepin, Lyndal, Lake Street, and lagoon Avenue. The district guides new development to be more oriented to pedestrians and prevent car-oriented buildings. The LU&T Committee discussed the proposed changes and created a list of comments to be considered by CPED staff before the ordinance is revised. Motion, seconded to approve the LU&T comments document as CARAG’s comments. Seconded. Approved.

CARAG Committee Policy, Scott Engel
The Committee Policy describes the four committees, guidelines for how they operate, and committee membership. The group discussed interest from other residents to participate on the LU&T committee, but all nine slots were proposed to be filled. It was agreed that the attendance requirement described in the Committee Policy should be enforced and that these volunteers will be considered candidates to fill vacated positions. Motion, Seconded to approve the CARAG Committee Policy document, including committee membership, as proposed. Approved.

The CARAG Operations and NRP Administrative account balances and register reports were available for review. End of the Fiscal Year reports were available and showed a positive balance and spending generally as expected.
The CARAG Accounting Procedures and Conflict of Interest documents were available for review. Motion, Seconded to approve the FY 2017 Accounting Procedures and Conflict of Interest Policy as proposed. Approved.
Each year the CARAG Board is required to approve account signatories on the CARAG bank accounts and reaffirm the bank for those accounts. Motion, Seconded to approve Tricia Markle, Diana Boegemann, and Brad Klein as check signers and maintain the accounts at Bremer Bank. Approved.
Engel noted that the VOA SW Senior Center is adding employees and needs the office space currently occupied by CARAG. Markle, Boegemann, and Engel looked at space within Aldrich Presbyterian Church at 3501 Aldrich and recommended moving there. The monthly rent would be $350 including phone and internet, which is similar to the existing rent + phone/internet cost. Motion, seconded to support a move to a new office at Aldrich Presbyterian Church. Approved. Engel will work with church leadership to develop a lease agreement to be reviewed and approved by the CARAG Board at a future date.
CARAG has an agreement with MPRB to maintain the mosaic panels and keep a fund of about $1,000 on hand in case of damage. So far, we have raised about $150 towards that goal.

10th Ward City Council Update, Lisa Bender

CM Bender is working with the Planning Department to strengthen Pedestrian Overlay Districts on streets in the 10th Wards including Hennepin, Lake, Lyndale, and Nicollet. The goal will be to prevent car-oriented development like the recent Wells Fargo and Walgreens projects.
The City Council voted not to place the $15 minimum wage and police liability insurance requirement ballot initiatives on the November ballot based on advice from the City Attorney.
Construction on the W. 29th shared street project that runs between Lyndale and Bryant Avenues is underway and should be completed by October.
The Fremont Avenue bridge over the Midtown Greenway is now closed to cars because it is structurally deficient. Most of the Greenway bridges are historic and will need to be repaired, replaced or removed soon due to their age.
 

5th Police Precinct Update, Inspector Kathy Waite & CPS Chelsea Adams

Waite was recently reassigned from the 2nd Precinct to be the 5th Precinct Inspector and she highlighted her 23-year career with MPD. Waite wants to work closely with the community in order to report and prevent crime.
Waite met last week with many Uptown bar and restaurant owners to discuss ways to address traffic and issues stemming from alcohol use.
Adams brought year to date crime statistics for CARAG. She noted that robberies in the neighborhood are up- especially of men.
 

NRP Implementation Committee, Jay Lindgren

The BSP playground construction will begin in late August and is expected to be completed this fall. The wading pool and BSP recreation center roof replacements need to be delayed until 2017 because bids came in over budget.
Lindgren noted that members of the NRP committee have been meeting with nonprofits that help create affordable and supportive housing. The group is proposing to reallocate funding from the home loan programs that are not being utilized to initiate a project in CARAG. “Plan Modification
“Reallocate $200,000 from Phase 2 Action Plan Strategy 3.1.1 Residential Improvements (1-10 Unit) by moving Phase 1 Strategy 5.1 Cycle of Life Housing to the Phase 2 Action Plan.” The funds will be utilized to create affordable and supportive housing in and around CARAG.”. The BSP Mosaic Celebration & Unveiling is scheduled for Sunday, September 25, 1-3pm at the BSP recreation Center.

Engel noted that a mosaic maintenance fundraising campaign will begin in September as the project Celebration & Unveiling approaches. CARAG has an agreement with MPRB to maintain the mosaic panels and keep a fund of about $1,000 on hand in case of damage.

10th Ward City Council Update, Ron Harris- Policy Aide

Harris took over as Policy Aide in May from Ben Somogyi who is going to law school. Harris worked with Neighborhoods Organizing for Change (NOC) before being hired, and focused on the sick leave policy for NOC.

Park Funding Update, Meg Forney & Tony Sterle

Forney is an At-Large MPRB Commissioner and Sterle leads the group “Save Our Parks”. Earlier in the year they were promoting adding a park funding referendum to the November ballot. However, the Mayor, City Council, and MPRB compromised on a scheme in May to fund parks and streets making the ballot measure unnecessary. The agreement will fund maintenance on neighborhood parks at $11 million per year ensuring they remain in good condition.
For the last two years MPRB has been collecting a fee from new development- $1,750 for each unit created. The money will be used to fund parks within a six bloc radius of each development. There are four such developments in CARAG that have contributed to the fund so far.
 

Emerald Ash Borer, Ralph Seivert- MPRB Forester

Seivert explained that in 2002 the EAB was discovered in Detroit, and the invasive pest was found in Minneapolis in 2009. The EAB larvae cuts off moisture to ash trees eventually killing them. It is expected that EAB will wipe out all ash trees in North America.
MPRB has begun implementing an 8-year plan to remove all ash trees from boulevards and City property. They are being replaced with a variety of tree species in an attempt to diversify the tree canopy.
EAB treatments are available, but are costly over the long term because they are effective for only two years. Cities like Milwaukee and Toledo are treating ash trees to slow the spread of EAB, but MPRB believes it is a losing battle.
There are four ash trees adjacent to the BSP playground that were scheduled for removal, but they have been taken off the list for now. The trees are the only source of shade, so CARAG will consider treating some or all of the trees while working with MPRB to plant new trees to replace them.
 

NRP Implementation Committee, Jay Lindgren

The BSP playground concept was tabled by MPRB after protest from activists about outreach to people of color regarding the playground design. MPRB staff has subsequently made additional efforts to engage children at the park and in the Lyndal neighborhood. If the design is approved by MPRB on July 6 playground construction is likely to move forward this fall. However, some portions of the playground may not get done until 2017. Motion, seconded to direct Engel to draft a letter to MPRB supporting the playground concept and outreach efforts. approved.
